Maybe I’m missing something, but wouldn’t it be better if Mr. O’Keefe just let KS find out tomorrow, instead of giving her (and her henchmen) a heads up today?

It's called "flushing your prey". If she tries to get in front of whatever he is putting out she first has to guess what it is. For some of us that would be easy, we have maybe one or two bad things that could come out. For Sebelius? Conservatively one or two hundred.

She is now caught in the damned if you don't, (why didn't she respond when he gave her warning that he was going to put something out) and damned if you do, (why did she put out a defense of the website when he was talking about the regulation to about makeing Solent Green?)
