He first teases it in order to induce paralysis and fear. He causes them to wait for HIM to make his disclosures. So in turn he waits LONGER thereby inducing more paralysis while they try to anticipate what they need to cop to and minimize.
SO MANY creepers do not understand his very basic political and wise strategy.
