My personal theory based on nothing more than intuition and a WAG is that Obama claimed to be a foreign student to attend college and he likely obtained aid doing to the same. Statute of limitations is up on that and any institution can simply hide behind privacy laws. Oh yeah, he could not have obtained a security clearance, but that is also waived for the elected President.
