".....Still, some Chicago communities — such as West Garfield Park on the West Side — continue to suffer from extremely high rates of violence, [Professor Andrew] Papachristos noted.
“There is a lot of work to be done,” he said in an interview. “The work to be done is how to deal with the inequality in the crime rates.”
The violent crime rate for West Garfield Park in 2011 was more than 3,000 crimes per 100,000 people, more than any community in Chicago other than Fuller Park on the South Side. Papachristos’ research showed West Garfield Park was more murderous in the 2000s than in the 1970s.....
...“Taken together, such community level trends show that nearly all communities in Chicago experienced a decline in murder and overall crime over the past several decades,” Papachristos wrote. “At the same time, however, crime remains persistently in particular communities, especially in socially and economically disadvantaged parts of the city.”
[Evelyn] Diaz [commissioner of the Department of Family and Support Services] said her department is attacking crime by “reaching out to young people before their first arrest.” For example, about 1,000 black males ages 14 to 16 were hired this year through the city’s One Summer Plus program. The University of Chicago Crime Lab found the program helped reduce arrests for violent crimes among the youths by 51 percent by providing them with jobs, therapy and mentoring in 2012.
The police, meanwhile, have launched new crime-fighting strategies, including “impact zones” in 20 high-crime areas where off-duty officers and rookie cops have been conducting foot patrols. This year, the city is expected to spend about $93 million on overtime for police officers, including those working off-duty in the impact zones.......

Well we already know their answer to the problem- mo’ money, redistribution from the shrinking middle to the undertow, but not before the elite skim the cream. Maybe another million to the gangstas known as “Ceasefire” that no one can account for when it’s gone in a year or so...
Bingo! Take taxpayer dollars, throw them at the poor, make them dependent, destroy the family structure. Now they are dependent on the government and form a permanent voting block; permanent that is until the entire structure crumbles economically ala Detroit.
So if we can bring up the crime rates for underrepresented groups, all will be okay... A new government crime enhancement program may be in order.
My commuter train passes through Gresham. It looks like a war zone. I imagine Beirut probably looks better. I mean it's a complete crap-hole and I shake my head wondering how people can live that way.

I'll also tell you that there are still parts of the west side of Chicago that have never been re-built post the 1968 Democrat Convention riots. They weren't rebuilt to send a message. They continue to not be rebuilt to continue sending that message.
Not unusual to see 40-60 people shot on the first warm weekend. All that pent up hostility is just waiting to break out when the weather warms up.
OK, perfesser, let's get a program together that gives everyone in that neighborhood $1 million, and we'll see them lifted out of their criminal behaviors, right? Of course, Illinois colleges could take the necessary budget cuts for that one year to pay for such a program, right? It's the humane and scientific thing to do, after all.

A lot depends on how much you include in “neighborhood” - the area centered around Gresham and the area centered around Austin are certainly the worst in the city.
But by traditional neighborhood definitions, Englewood wins out on the South Side, and East Garfield Park on the West Side:

It is amazing how badly the city has deteriorated in just a few decades: I had my first beer drinking with buddies of mine who lived in Gresham, and my sister went to high school in South Shore (#2 on the current deathlist) back when it was a solidly upper-middle-class, mostly Jewish and Irish neighborhood. I was going to say I wouldn’t be caught dead in either today, but actually the only way I would be found these days in either would be dead.
And Rahm has no clue as to how to handle that problem, other than by trying to manage the news and buy off the gangs. The current police commissioner is a putz, the city finances are in a death spiral, and the two big papers (along with the local networks) do everything they can do bury the black-on-white crime incidents that have been spreading from the “bordertown” neighborhoods to fancy enclaves like Upper Michigan Avenue and Streeterville. It’s only a matter of time before a city council with nothing but Democrat members gives us a bigger, more tragic version of Detroit.
Note to self: Austin does in fact beat out Garfield Park in this year’s murder toll (although when it comes to West Side shiiteholes, there ain’t that much difference between the two).
I suppose that could be true. IIRC, one of the Metra Trains - the Rock Island Service - stops in both Englewood and Gresham (at least that's what the stops are labeled.) I took that train for about 8 years before switching back to the Southwest Service which (again, IIRC) goes through the Gresham neighborhood.

One time through Gresham I took my iPad out and video'd the neighborhood as the train passed through. Never could get that video to upload to YouTube though for some stupid reason.

The crime in poor neighborhoods is nothing compaired the crimes out of Hyde Park.

West Garfield Park ( less than 2 square miles ) was overwhelmingly white in 1960, less so in 1970.
In 1960 WGP was approx. 83% white & 15% black.
In 1970 WGP was approx. 65% white & 33% black.
In 1980 WGP dramatic shift - 75% black, whites running away
Open housing laws of the 70’s caused WGP to go instantly black.
A good buddy of mine from high school lived in Beverly, and we’d occasionally pick up the Rock Island near his home on our way downtown.
And I still have fond memories of cutting high school classes one day to make opening week of one the James Bond flics; the goof-offs I went to the show with all met at the El station at 63rd and Ashland - right smack in Englewood - and took it downtown. No way I’d do that today under any circumstances, drunk or sober.
It’s a shame what’s happened to Gresham. In a similar vein, about 6 months back I bailed from the Bishop Ford at 115th Street due to a major back-up, and worked my way south down Michigan Avenue through the Pullman neighborhood. Now Pullman was never anything great, but these days it’s downright scary. My wife told me if I ever did that again, she’d never speak to me - if we survived, that is.
