There's a story behind this that doesn't get much attention at all:

If it weren't for immigration (legal and illegal), New Jersey would be facing a long-term population decline driven by an ongoing out-migration of its professional class. Moves like this by the state government are simply an attempt to encourage people who grow up in New Jersey to actually stay there for at least another four years.

And hey ... this is New Jersey we're talking about. Legality never factors much into anything there.

When I was stationed in New Mexico my wife had to pay out-of-state tuition at UNM, because we retained voting residence in Ohio. I really resent people who are not even here legally being allowed in-state tuition. They should be deported, not granted a discount.

• there is a tuition rate for citizens of other states
• there is a reduced tuition rate for citizens of NJ
• foreigners are given the reduced tuition rate, whether they are present legally or illegally
