CINCINNATI (AP) A man being held Wednesday on $1 million bond in central Ohio after police say they found bombs and other weapons in his vehicle is a specialist in the Indiana National Guard, trained as an intelligence analyst, a Guard official said.

When we were kids, we used to go to an empty field nearby and set off M-80 firecrackers under cans, tree-stumps, etc...
Some kids did it recently, and had Police, Fire Dept, and Homeland Security show up.
Fireworks charges or actual bombs? Tanerite would be considered ‘a bomb’ by too many leos.
Late 50s early 60s, my dad used to bring home a shopping bag full of M80s for Independence Day - in suburban Chicago. What a blast!

ATF has declared flash powder to be a “high explosive”, so that anyone with an M80 now possesses a “high explosive”, can can be charged with a felony.
You can make flash powder (it’s a binary mixture) and use it on your property but you cannot take it off your land, or store it overnight. At least according to federal law.
Your state may [probably] has different laws.
So when a kid is suspected of having an M80, ashcan, quarter stick, etc, the police look it up and the book tells them how to respond to an event involving high explosives.
“Why do you have 48 bombs in your car?”
“Because with the hatchback option I couldn’t fit 50, Officer.”
Then I saw his pick and thought ... "Yep ... Buggy as a swamp in July"
Perhaps this goes much deeper than we know, he may have been planning a visit to the White House and was found out a bit early.
