Obama Administration Guidelines Could Lead to Racial Quotas in School Discipline

How discipline is doled out in the classroom now will be under much closer scrutiny by the federal government, but some analysts say the Obama administration’s efforts ultimately may backfire and could lead to de facto racial quotas in American schools.

The Education Department and the Justice Department on Wednesday issued new “guidance” to ensure minority students aren’t punished through suspension, expulsion or other means more than their white peers. The administration cited legal authority under Titles IV and VI in offering detailed rules for how school districts can administer discipline.

It’s part of a larger effort — backed by teachers unions, civil rights advocacy groups and other organizations — to combat the “school-to-prison pipeline,” in which minority students are disproportionately kicked out of school and subsequently end up in the criminal justice system.

But within its guidance, most of which is not controversial and merely reinforces existing nondiscrimination laws, the administration also declares that schools’ disciplinary policies cannot have a “disparate impact” on one particular group.

In plain terms, it means district rules, guidelines and enforcement cannot result in the punishment of more black students than white students for the same offense, for example.

With that in mind, school leaders surely will keep a close eye on whether the same number of children from given racial groups are disciplined in equal number and equal measure for the same behavior.

“You have to make certain that your school discipline cases match those percentages. If you don’t, you’ll have the feds on your doorstep,” said Joshua Dunn, a political science professor at the University of Colorado and director of the university’s Center for Legal Studies. “If they actually do enforce these guidelines, there will be unintended consequences. This creates some rather destructive incentives. I don’t think there’s any way around that.”

I am still trying to get my head around why in the hell local school discipline is any business of the federal government. Did I miss something?

Democrats pushed police departments not to 'see' a lot of black crime. Makes for a better lie about blacks being victims. Or it all being equal - which it's not... Those types of lies free up fools in congress to allocate more money based on race and to keep the myth of racism ( a cash cow ) from ever going away.

This is the same.

The lies that black students are the same as white, Asian and Hispanic students keeps money flowing... there's reason and logic here... IF all ethnic groups are the same (and violence isn't a part of black failure), then the only reason black kids are failing is schools are - wait for it - RACIST.

And RACISM equals CASH, GRANTS, DONATIONS, and POWER.

White liberal elites have their kids in private schools anyhow so they don't know the truth... this 'suspension lie' the lie about all kids being equally violent will be used on white liberal elites. And white elite guilt and gullibility will produce the cash and funding and donations and power that keeps blacks dependent on white liberal elite democrats... All based on lies.

It seems nothing much has changed since LBJ got that ball rolling... nothing much except $20 trillion in added debt, a more violent and racially divided country, and the ruin of tens of millions of blacks and almost the entire black community. And that isn't even counting the millions of murders in black abortions.

Nice going, Liberals. I'm surprised they aren't hanging MISSION ACCOMPLISHED banners from the White House pillars. They have certainly earned it.

For those that ‘remember’ the Vietnam era, in the midst of the student college takeovers and burning draft cards, to make up the slack Macnamra’s 100,000 was born.
At that time the draft policy was changed so that MOST everyone was ‘eligible’ and those that had been ‘denied’ enlistment or exempt for the draft because of mental/educational/societal ‘problems’ - believe they were called Category IVs - were suddenly eligible.

That plus ‘forcing’ the USMC to take draftees ended in the Corps being ‘stuck’ with a lot of malcontents being run through Parris Island and/or San Diego MCRD’s...
The discipline problem was so bad that the Corps had to instigate a ‘15% attrition rule’ - once 15% of the recruit class had washed out for disciplinary rules, NO MORE could be punished for it.
The real street smart dudes - some that thought going to Nam would make them instant drug lords - would sit back wait for the 15% to exit, then slide through the rest of boot camp.

My sister was in the Air Force’s OSI during Project 100,000. They ran thousands of cases for every crime imaginable. My sister suspects that they eventually got rid of all 100,000 at a huge cost. She says it was an unmitigated disaster.

I think that is true. Eventually the individual services ‘handled’ the problem BUT it did decimate the ranks as to approx 100,000 were now (for the most part) just taking up space, then throw in the manpower it took to eradicate them and you end up tying up a lot of personnel and money.

There used to be a ‘figure’ in DC about the class of 1980 or 1990 (NOT sure which year) but the gist of it was that the first graduate class of LOWERED STANDARDS, was still being paid for into the late 90’s, early 00’s as the ‘bad habits’ weren’t lost on all the now cops.

Washington Post/Daily Worker was doing a study on it but think it got so ‘bad’ it was kind of brushed under the table as the ‘good ones’ out of those classes were immediately suspected.

Just another ‘glaring example’ of why you shouldn’t be screwing with blanket personalities or groups.

If there is only 13% bad, the other 87% get caught up in the ‘investigation’ just because they were there.

It’s a statistical joke. If blacks, being one fourth of the population were committing 4 times as many crimes, the number of crimes they committed would match that of whites.

Holder wants it defined as a proportion of the population, that being blacks are 12% of the population, so in his mind, they should not be charged with more than 12% of the crimes regardless of how many they actually committed.

This flawed policy will accelerate the destruction of the black community, imo.

At least LBJ thought his ideas might work. Now almost 50 years down the road we know what a disaster his war on poverty has been.

It's one thing to fill a Cabrini Green in the 60's as a bow to urban renewal - destroying black communities for grandiose idea that just didn't work... But to continue? It would be as if we were still building Cabrini Greens - for the last 50 years... Insane.
