Sounds like the Mexican government is trying to disarm the citizens who had the audacity of challenging the drug cartel. The drug lords frown on such challenges and called in their lackeys in the government to put this rebellion down. Typical for Mexico.

The Mexican army and the drug cartels are one and the same.Or at least have considerable overlap.
One of my best friends is from Morelia in Michoacán state. It used to just be really poor. Now it's incredibly dangerous even by Mexican standards.

We don’t hear much about things being dangerous in Mexico City. It seems not to be one of the war zones like Michoacán, Acapulco, or Sinaloa.

I visited Michoacan in 1975. It’s a beautiful state, with lakes and mountains covered with pine forests that resemble the Rockies or Sierra Nevada. In years past, it attracted a lot of tourists.
