There's likely a racial angle to this critter's crimes, since he's a gay man (as his Facebook page indicates; link at Buzzfeed article) who took the nickname Tiger Mandingo. That suggests he targeted white homosexuals with a fetish for black men. His pic was in another thread. Yes, he's black.
I suspect he developed an attitude of using HIV to get at white folks. Sort of his own version of "knockout game".
