Prediction: either a) the prison states will never abide this, and/or b) the FedGov will use this to put unforseen limits on concealed carry and the ownership of arms. The FedGov screws up everything it touches.

"It would be better to let the states work among themselves." My reading of the full faith and credit clause would seem to suggest congress actually has some input on this. My reading of the second amendment suggests they don't.

There are some possibilities here besides that.
Trying to do what is basically a “federal” function out of the actual Federal government’s bailiwick would be a duplication of effort.
But Washington does not need to load it down with regulations. Some kind of clearinghouse would be sufficient.
Getting Washington to affirm firearms freedom is, on total, a boon.
