No, Mr. President, it means that the President of their nation embarked on an announced intention to "fundamentally transform" America from its foundations in "freedom of individual enterprise" and "equality before the law" to the shaky foundations of government-imposed rules, regulations, forced equality of outcomes (redistribution of earnings) and other such nonsense gleaned from his own studies of Marx and other such theoreticians, and you, the now unemployed, are paying the price for his foolish policies.
So there will be no net increase in people hired. Bur Obama gets credit from the idiocracy. And business is just a little more docile and compliant.

Who would you hire? Someone who has been on unemployment for 2 years or someone who has been looking 4 weeks or less?
Who do you think it more motivated to work? The 99 weeker or the 4 weeker?
I know several companies that “file” resumes with a large gap between their last job and present day...
I doubt much will change unless the thug comes out of Obama aginst the companies he wants to make an example of.
While I doubt any businesses specifically had policies that said “long-term unemployed need not apply,” there is definitely a bias against such people. Until just recently, I was one of them. Even though I spent those months out of work getting training and had certifications to show for it, I was still looked down upon when I started looking for work.
Of course, even I have to admit that asking King Obama to to issue a royal decree isn’t going to solve this. This is a problem with corporate culture, and to believe that the government can legislate human faults away is as naive as anything the liberals have dreamed up.
