“Not an empty promise of peace.”

The promises are empty. I still wouldn’t be stupid enough to move to the land in question when there was a chance it would be given up - and it has been. And everyone knew for decades it was going to happen too. Since Oslo the number of Jewish settlers has gone up - even though Oslo included the handing over of land for peace. That makes no sense to me.

“The Muslims will NEVER agree to real peace. Therefore Israel will keep the land forever.”

But that isn’t what happened - except for Jerusalem. The land in general was handed over to the Palestinians. The hand writing was on the wall years and years ago.

It depends on how cheap the land is, and how expensive the houses are. I could see settlers building on the land, and figuring they might get their money's worth before it's time to go.

Perhaps we're looking at people who do not agree. In the US we have a President who doesn't feel himself bound by the Constitution. Perhaps the Israeli settlers do not feel themselves bound by the Oslo accords?
