President Obama will pitch a new $1 billion climate change resilience fund during a visit Friday to California.

The fund, which would need to be approved by Congress, is intended to help communities dealing with negative weather that's the result of climate change.

Obama is touting the fund during a trip to California, which has been devastated by a drought that is threatening the Central Valley's agriculture production and has led Gov. Jerry Brown (D) to call on Californians to conserve water.

During a call with reporters on Thursday evening, the assistant to the president on science and technology, John Holdren, said, without any doubt, the severe drought plaguing California and a number of other states across the country is tied to climate change.

"Weather practically everywhere is being caused by climate change," Holdren said.

The administration's fund would invest in research to gather data on the impacts of climate change, help communities prepare for them and support innovative technologies and infrastructure to ready the country "in the face of a changing climate."

"Recent events have reinforced our knowledge that our communities and economy remain vulnerable to extreme weather and natural hazards," the administration said in a statement on Thursday.

Obama will propose the fund Friday after visiting with farmers in Fresno, Calif.

The new fund — separate from Obama's climate agenda announced in June — will be detailed in the president's 2015 budget, set for release next month.

While Obama has said he will use his executive authority to push his climate agenda and other policies during what he dubbed his "year of action," the president would need approval from Congress for the fund.

When asked if talk of climate change tied to extreme weather events, like California's drought, by Obama would become more frequent, Holdren said it already has been a recurring talking point for the president.

Holdren added: "You can expect the president will talk about the connection between increasing frequency in the intensity of drought and climate change on Friday" and in the future.

Why doesn't he fund a big conveyor belt from the Northeast US to California. Then we could load all this damn snow on it and send it over to take care of their drought.

The only way to stop this guy is to completely shut down the government. The gop could get 100 senate seats and it’s doubtful they could remove him from office.

Yep, sop to the enviros ...

But also a pretty sly move to peg as hypocrites any/all “Denyers” who take the money.

This is a variation on what he’s doing with having the IRS force businesses into silence on using Obamacare impacts for staffing decisions. In this case many natural disasters will be pegged as “global warming related” and people who want to argue over the cause don’t get the $$$$.

Wouldn’t matter how many ‘Republicans’ we send as long as people keep sending RINOs. We have a majority in the house NOW filled with them and just passed a blank check, stripped vets of earned benefits and are fighting to open the borders.

What the heck is "negative weather?"

Is rain negative weather, and sunny days are positive weather?

In California, we need the rain, so rain is positive weather.

In the midwest when it floods, rain is negative weather, right?

And then... how do you link negative rain to "climate change," but not positive rain?

I'm so confused...

The bullet train from nowhere to nowhere was approved by referendum on the CA ballot. It wasn't the dipsh*t Legislature, but the petitions from the morons who thought if CA sold more bonds and built such a boondoggle, all would benefit. Idiots all.

If Californians had any sense, they would have approved a bullet train to Las Vegas! Imagine how many who don't like to fly or drive using that quick system to party in Sin City. Entrepreneurs would pop up out of the wood work. So many jobs would be created, not just to build and maintain the train, but the quick stops along the way would benefit.

Hate to say, but I'm just waiting for my father-in-law to pass - we all do. Then we're out of this socialist State. Either Reno, Nevada with no income tax or Arizona with their liberal gun laws.

I remember when this was the "Golden State". I've watched it decline for some 64 years due to socialist policies.

Worse, it will be handed out politically regardless of any weather events.

Surely a mere billion won't cover all damage.

Actually it would. Global warming causes very little damage, a bit more heat in heat waves and a corresponding dryness in summer droughts. The extra stuff blamed on global warming varies from highly local (some extreme rainfall) to wrong ("wavy" jet stream when climate models predict the opposite). The extra cost from extra heat would be far less than a billion. Some things will probably improve like fewer strong tornadoes.

That will need to be increased by carbon taxes levied against the evil

Absolutely. Anyone who has the nerve to want to stay warm in the winter or to drive to a job rather than stay home and get a welfare check.
