eputies representing conservative center and nationalist parties have proposed a bill to ban child participation in beauty pageants and introduce tough fines for lawbreakers.
Lawmakers from the United Russia party and the Liberal Democratic party have already submitted the bill to the Lower House, the State Duma press service reported on Friday.
The draft outlaws child participation in any event where they will show themselves off and be judged on their appearance, if this could harm the childs health or development physically, intellectually, psychically, and spiritually. Participation in contests that could potentially lead to corruption of the young is also banned. The authors explained the detailed definition was because they did not want to stop contests for children which do not include being judged by their appearance.
The violation of this rule would carry a large fine. Parents or guardians who allow their children to participate in beauty pageants would have to pay from 4000 to 5000 roubles ($114 - $142). Officials who license such events face fines of between 40000 and 50000 ($1140-$1420) and companies organizing them from 800000 to 1 million roubles ($22800 - $28500). Also a court could order such companies to suspend their work for up to three months.
The bill introduces additional punishment for foreigners apart from fines, foreign citizens can be detained for up to 15 days, and will be deported from the country.
The sponsors of the draft said in the explanatory note that similar rules already exist in South Russias Krasnodar Region and also in France.
In December last year St. Petersburg legislator Vitaly Milonov, known for his staunch anti-gay stance, announced his intention to press for a ban on child beauty pageants in the city. Milonovs yet unfinished bill will apparently allow participation in beauty pageants only from the age of sixteen. Breaking the rule would be the responsibility of event organizers and of the participants parents.
When promoting the move the lawmaker said that participation is such contests not only harms the childs psyche, but also increases the danger of them becoming victims of paedophiles.
Commenting on the new federal bill Milonov welcomed the decision as necessary, adding that many specialists claim that the growing number of child beauty pageants leads to the over 20-fold increase in the number of people suffering from psychic disorders."
Well good job in russia keeping morality and resisting the homosexual agenda.
Not a bad idea.
They really seem to grasp the concept that children should not be exploited
Yeah, much better than here.
I look at things like Honey Boo Boo, and I want to vomit and leave the planet. Maybe I could use the force of that to achieve orbit...
I agree. In the US, they do everything possible to avoid merit-based recognition in academics in schools, but don’t have a problem with children being subjected to such an arbitrary thing (especially these days) as a “beauty” contest. In Russia, they’re doing just the opposite.
I saw that NYC has just discontinued some program for gifted children because it wasn’t “diverse”. I haven’t checked, but I really doubt that there weren’t any Asians in it.
What program? I haven’t heard of that.
Putin may have seen that Honey Boo Boo show and said “nyet” to kid pageants.
Not a bad idea...
The pageants are disgusting. The children are victims of their parents....just the same as these kids that are being promoted as “queer” by their parents.
It seems as though Russia’s parasites have all moved to the USA, leaving a country with some potential.
In fact it is a celebrity contest - a group of celebrities judging some female celebrity-wannabees. And pure celebrities - people who are famous for being famous - obviously exist solely at the discretion of journalists, and live and die by PR.
Which is the defining characteristic of a liberal.
Once again, the Russians get it & are leading the way: children should be protected and allowed to live a childhood of innocence.
Who’d a thought it would come from the former land of Lenin?
I always thought the idea of child beauty contests was child abuse on steroids. I’d ban it in a heart beat were I in charge alas I am not. I guess this is not something on O’Idontcare’s plate either as he is too invested in fag rights.
“When promoting the move the lawmaker said that participation is such contests not only harms the childs psyche, but also increases the danger of them becoming victims of paedophiles”
Good for the Russians, they have a lit more common sense then our corrupt government.
I think that Putin believes (correctly) that making Russia a “moral nation” will go a long way in restoring it to greatness. While so far his embrace of Orthodox Christianity has been his greatest success, he needs Russia to overcome some terrible moral problems that are not unique to Russia.
Birth control and abortion need to again be seen as moral failures, to be discouraged by the people as much as by the government. Pornography has an erosive, not liberating, effect on society, and while it cannot be eliminated, it can be “upgraded”, from degrading and dehumanizing to something a lot more positive, if not casual.
Marriage and family need to be actively encouraged by the government as a social good. The Russian Orthodox church can be a big help in this by discouraging expensive weddings, and encouraging festive and joyful ritual in its place, with an emphasis on fertility.
Likewise, parents with children need a lot of government support with things like tax abatement, lower cost medical care, and “child friendly” residential zoning in a healthier, clean environment away from pollution, garbage, and crowded city conditions. Basically, suburban life.
Doesn’t he know...Miss America isn’t a beauty pageant...it’s a scholarship program?
The child beauty pageants I have seen is a spectacle of dressing little girl to look like err prostitutes.
Would this ban ‘Dance Moms’?
lol. Barf Booster
Anything to prevent any Russian Honey Boo-Boos!
I’d like to see them banned here. Along with a dress code adapted to age. I’m tired of seeing little 12 year old girls in tight shorts with arrows pointing to specific places, mini skirts, etc. I can’t help but wonder what’s going on in those little girls’ homes.
Go back to decency standards on TV.
And while we’re at it, make intentionally showing your underwear “indecent exposure” like it used to be.
“I look at things like Honey Boo Boo...”
When I’m channel checking and land on that Dance Mom’s program...I change the channel as quickly as possible.
That program (and other’s that exploit children in heavy makeup and skimpy outfits)...just feels like kiddie porn.
I’m guessing the TV audience for those types of programs contain a lot of pedophiles.
Agreed. Those reality shows where they pimp out their little girls-sick sick sick

Guns are already banned.
I think they’re on to something. These beauty pageants for kids seem totally inappropriate to me. First i’d heard of it was during the Jon Benet murder story. It’s just wrong to paint up and dress 6 and 7 year old kids like adults.
Sure seems that way...
>>Next on the Putin agenda, banning animal testing, tobacco, and alcohol. Guns are already banned.<<
Cm on. USSR was ahead of modern NYC in terms of gun freedom, let alone modern Russia.
