Yeah but the Boy Scouts had nothing to do with it. They are just the deep pockets. Teachers do this all the time. Does anyone sue the government schools?

Yes, and both the leaders and Scouts (boys in Boy Scouting and boys and girls in Venturing) are supposed to renew that training annually.
