Scott Oak and his husband, Jamie Smith, said they heard Black Diamond Police Chief Jamey Kiblinger use the word "fag" repeatedly.
"Cops can talk rough, and I understand things like that, but she used it to personally attack me," said Oak, who was a Black Diamond police officer. He left in 2012.
His husband said that he heard Kiblinger use the slur in front of them at a work-related party back in 2011. "When she said that, other officers looked around, and she looked around and she put her hand over her mouth like, Oh my gosh. She knew she said it she caught herself saying it," said Smith, who is also a former Montana State Trooper.
"I took off running and that's when I heard from the fence line Chief Kiblinger say, Oh, he runs like such a fag and she's laughing and joking about it," said Oak.
He filed a complaint against Kiblinger this week, calling on the city to open a new investigation against her. Oak filed complaints in the past, but the city's previous mayor didn't demote or punish Kiblinger. She was only given a written reprimand.
"As a former state trooper, I've seen more thorough investigations done on parking complaints than on this case," said Smith.
The city administrator said that investigation is closed.
The city has received new complaints against the chief for her behavior, but the administrator said she is still reviewing the complaints and cannot say yet if a new investigation will be opened.
"We've been together 19 years, and to have her say something -- have her say 'fag' about somebody you love -- it hurt. It really hurt," said Smith, who married Oak last year.
KIRO 7 obtained emails from a public disclosure request that showed at least two other former Black Diamond police officers sent emails to the current mayor, Dave Gordon, saying they also heard the gay slurs. Calls and emails to the current mayor were not returned.
Kiblinger was not at the police station when we went there to ask her about the allegations.
Oak filed a tort claim against the city last year along with former Black Diamond police Officer Eric Weinreich.
Weinreich claimed Kiblinger sexually harassed him.
"She actually told me in front of other people there to go into another room and take a picture of it to prove size," said Weinreich.
Back in October, KIRO 7 asked Kiblinger about the allegations at her house. She said, "No. No thank you," and shut her door.
According to city clerk records, Kiblinger is the highest paid salaried employee on city staff. She makes $138,391 annually.
"People of Black Diamond deserve better," said Smith.
I don’t think I want cops who are intimidated by bad words or idiot female bosses.
Everything hurts when you’re as neurotic as an outhouse rat.
Scott Osk doesn’t have a husband. Poor journalism.
This works UNLESS the target is a member of a protected group which has a higher protection level than the complainer, in which case the complaint may backfire.
Indeed-I don’t use euphemisms, either-the Greek word for it-homosexual-is what my parents said, and that is what I learned. “Gay” is a word for happy-the homosexuals I’ve known have been decidedly unhappy-and “fag” is a British slang word for cigarette...
You say craker I say crackuh.
You say fag I say faguh
You say n....
Where does Czarina of new skewl linguistics, Racheal Jentael, come down on this?
I’ll leave this up to one of Jessie Ventura’s best movie lines evah’. “Bunch of slack jawed faggots around here.”
Fag is more accurate than gay.
HOMOSEXUAL, because there’s nothing GAY about it.
And what gay people, when the subject comes up, don't make more than a few Christian Heterosexual slur kind of comments? But do you ever hear them running to the media and suing?
“Someone called me a name!!!!”
Our forefathers who fought Indians, George III, Nazis, Japanese, etc... are hanging their heads in shame at their grandsons.

The finniest part of the article was when they said they were “hurt”.
At that point, I don’t care who they are, I wanna call a wambulance. As others have said, it is a sticks and stones thing. They’re just ticked that they can’t get some judge to do something.
Black Diamond, other than the police chief, is a liberal hellhole (not far from Seattle). Also, the Catholic parish priest is openly homosexual (or the one was a few years ago).
Like most of the world, he doesnt have a high opinion of gays. He’s normal
I don't think she and the others reacted out of shame, or anything remotely connected to it...I think they reacted out of fear that the FAG police were going to be going after them and end their careers...
Yeah, I said FAG...so freakin' what? In England, a FAG is a smoke...get over it if I "offended" you or nicked your thin skin.
I have no tolerance for this PC BS...
But no alpine singletrack and no sandy desert trails! I just trail ride now.
I do like the Green River Gorge, in addition to the mountain views around Black Diamond. Didn't mean to disparage the scenery or natural assets by any means!
Right on. I never use the "happy" word when referring to homosexuals.
Somewhat off topic, but on that note, this recent graphic really struck a chord with me:

>> Oh, he runs like such a fag
How about “sissy”? Can it be said: “he runs like a sissy”?
How about “homo”? Can it be said: “he runs like a homo”?
How about “homosexual”? Can it be said: “he runs like a homosexual”?
How about “sodomite”? Can it be said: “he runs like a sodomite”?
Can it be said: “He runs like he has a sore ass”?
