Former Cover Oregon IT Manager Speaks Out [Obamacare Website]

PORTLAND, OR - The former IT manager of the troubled Cover Oregon website is speaking out.

Carolyn Lawson resigned following the state's health care exchange problems but says she is not at fault. She blames the technology's contractor, Oracle Group, and says she warned her superior, Bruce Goldberg, several times that the exchange was in trouble.

Goldberg is the interim director of Cover Oregon now and would not comment on Lawson's claim.

Cover Oregon has only recently started enrolling people through the website (as opposed to paper forms).

Not Larry’s biggest fan myself, but how likely is it really that this is an Oracle problem? The federal website contractor CGI has been involved with lots of fiascoes, but Oracle software is used in many successful operations and I can’t recall them being blamed or sued for anything like this. What a mess.

That’s my guess, also.

Blaming Oregon’s fiasco on Oracle is like blaming Ford because some senile old geezer like me drove his Mustang GT down the Interstate Exit Ramp rather than the On Ramp and ended up going the wrong way. Or blame the construction company that build the highway.

Oracle sells database software. How you build your Tables, Relationships & Rules is up to you. Did Oregon hire Oracle to deliver the finished product? If so, who determined what the database was supposed to do? I assume that the Customer (Oregon) has that role.

The issue is not Oracle software or databases, the issue is Oracle Consulting Services.

Having implemented programs in large companies while working for a VP who wanted political goals as opposed to realizable goals I agree the problem is likely not with Oracle. When the guy signing the check orders you to do something and you tell him the damage it will cause and he ignores you then you really have no choice but to comply or quit.

OK, different story. Thanks for the additional information.

It would be really interesting to see their Gantt Chart and any Change Orders during the course of the project.

I assume that both teams of lawyers will have a field day with those.

(FWIW, I admit to a bias AGAINST government bureaucracy, especially Left Coast hippie government and a bias TOWARD anyone who has sponsored such an awesome flying sailboat.)

Yeah, but who is managing the Oracle consultants? Surely they are not managing themselves... Cannot blame it on the consultants, as they are not “in charge” of the overall project. It is the hiring governmental agency.
