Hard metal mining has been relatively unaffected by reclamation/soil saving laws until recently. Coal was federalized by Jimmah Cahtah in 1977.

Well, since 1995, if I spill sediment (dirt) from runoff into the creek, I can be fined horrendously and even sent to prison. Most of the deposit is within 100 feet from the creek. Some of the deposit is only 35 feet deep! The govt. has essentially declared my property a Healsplitter sanctuary, with no compensation whatsoever. The birdwatchers in Asheville with the National Fish and Wildlife Dept. have jurisdiction, and I pay the taxes.

Curiously, the Interior Department’s original rules prevented mountain top removal where the top of a hillside is blasted off and allowed to fall into a “head of hollow” fill, usually, a creek or stream.

Coal miners in Appalachia are continuing this practice today.
That’s more than a little dirt...

...they destroy your privacy by flying drones overhead.

That makes it important to learn who the drone controllers are, where they work, where they live and what their travel habits are. At the appropriate time they can be made to disappear. Same for those who GIVE THEM THEIR ORDERS.

Why not publicize the names of the EPA officials that are directly involved with this idiocy? These government dictators are making policy with no personal repercussions. If their names were exposed to the public, they would have to be more responsible with their decisions because public attitude towards them would be affected. These public officials need to have their families affected by their decisions and uncaring actions.

Sounds like you need the services of a geologist familiar with mining requirements in your area. If you can't afford a full time rock hound, there are consulting companies that can do the permits.
