Prime Yatsenyuk said that the conflict with Russia moved from a political to a military phase.

This he said during a joint head of the Verkhovna Rada of Ukraine , in. about. head of state Alexander Turchinov , Interfax- Ukraine .

"Now it actually goes to the military from the political stage with the guilt of the Russian military ," - he said.

Yatsenyuk instructed Defense Minister Igor Tenyukh immediately contact the defense ministers of Russia, the U.S. and the UK "as the guarantor of the territorial integrity of our already notorious for Budapest Memorandum ."

" The full responsibility for deployment and escalation of military conflict after today's speech of Vladimir Putin is personally the Russian president and the Russian leadership ," - said Yatsenyuk.

" Sees an urgent need for the establishment of the Commission at the level of defense to prevent an escalation of the military conflict , which triggered the Russian military ," - he said.

Yatsenyuk appealed to the Russian delegation to the OSCE , " which effectively blocks the decision to place monitoring mission in Ukraine ."

"We understand the motives . Today Russian troops opened fire on the Ukrainian military - and this is the war crimes that have no time limit antiquity " - warned Yatsenyuk.

He called temporary annexation of the Crimea , and considers it " a robbery international scale ."
