Honolulu police officers have urged lawmakers to keep an exemption in state law that allows undercover officers to have sex with prostitutes during investigations, touching off a heated debate.
Authorities say they need the legal protection to catch lawbreakers in the act. Critics, including human trafficking experts and other police, say it's unnecessary and can further victimize sex workers, many of whom have been forced into the trade.

So in Hawaii they can't make a case against prostitutes unless they catch them in the act (with their own selves). Hmmm....I wonder who this law benefits?

Baltimore Detective McNulty paved the way several years ago on The Wire.
He went undercover to a high end brothel and one screw up after another delayed his team to make the arrest while had to proceed to protect his cover.

At first glance it seems to be a bad thing to allow this exemption. However after thinking about it, it might not be a bad thing to allow this. If you ever want the police to make any prosecutions you might have to allow it. I can think of a number of scenarios. If a cop is undercover trying to take down a prostitution ring, he might have to have sex with a prostitute to prevent two to the back of the head, or his cover and the case being blown.

Hawaii relies on tourism to the point where any loss of such trade would devastate the islands. They’d dang well better not eliminate prostitution or that place would become a ghost town.
Oh wait, they are only targeting independent prostitutes that aren’t giving their 25% to the local police benefit society. Never mind.
