As I understand it from a woman who lives in that community, at tax time the mothers “sell” the kids’ IDs to those who DO pay taxes. IIRC, they get @ $500 cash for each kid’s ID. Their favorite time of year. Think about those “mothers” who have 5,6,7 kids (before their 30th birthday).
