To me this would imply it was between two soldiers only.. If that’s the case then was it just that 16 others were wounded? Makes no sense to me.
Strange, police and swat teams needed to secure and protect a U.S. Military base...They should put a police substation on post to ensure civilian protection of the military installation.

Shelter in place means hide in a closet or under a desk because God knows you do not have any other method to protect yourself other than a stapler or some scissors.
Heaven help you if the bad guy opens your closet and starts shooting.

I walked guard duty at Fort Hood in early 70’s and I was armed with my M16 and a full magazine. I also was armed when hauling arms and ammo from Red River Depot to Fort Hood. Times have changed I guess.
Particularly since just about 2 days ago, a bulletin was released that they were searching for a jihadi (who had been until very recently a US soldier) planning to attack Ft Hood.
