In an unusually pointed rebuke of its ally, Israel said on Wednesday that it was “deeply disappointed” by Secretary of State John Kerry’s remarks a day earlier that appeared to lay primary blame on Israel for the crisis in the American-brokered Middle East peace talks.

This is incorrect. Officers cannot be reduced to enlisted rank. In the worst cases, they are dismissed from the service. He is said to have received a punitive letter of reprimand, a blow that ends any officer's career. And yes, the loathsome Carter almost certainly did white wash Kerry's record through the Board for Correction of Naval Records.

Officers cannot be reduced to enlisted rank

I know that officers can voluntarily take a lower rank for several Honorable reasons. What little bits of his records that were released under FOIA indicated that he had become an E1. I suppose it could have been voluntary to avoid a charge of treason or something. The bits and pieces of his records are not clear.
