While I think the Rangers would be a first choice for the governor since they operate directly under his command (they guard him personally and the capital personally and it's been known for many years, if there is a riot, takes one Ranger to put down one. “One riot, one Ranger.”
I think he would also call up the Texas State Guard to be there with the Rangers. Then, I suspect all the bubbas in Texas would be there with firepower. Think they would all take vacation or personal leave time from their jobs and head for that border. I just think, “Don't Mess With Texas”, would be the battle cry, or it would be, “Remember the Alamo”, when Mexico thought they would own Texas.
Here is a personal example of one riot, one Ranger, that happened to my husband who was a Republican County Chair:
We were at a Republican State Convention in Houston, Texas. Bill Clinton was president. My husband had two artificial hips so we always used a motorized wheel chair for the long distances to travel at a convention center.
It was just after lunch time and we were headed back to the convention center. We went through a park, then would cross the street right in front of the convention center. I left him for the last bit of path to travel before he reached that street, to go in convention center to ladies room.
As he was approaching the street, suddenly the Black Panthers appeared with hoods covering their heads and all had shotguns, stood between him and the street and he was stuck there with Black Panthers/shotguns surrounding him. He had a cap on that read, “Jail To The Chief”. Well, husband began to chew out the Panthers, telling them in a loud voice they had no business there with hoods and shotguns and to get out of there.
There were police officers on the other side of the street in front of the convention center and they just stood there. Being inside the convention center and husband not appearing, I went to the front doors and they were locked. We had been locked in due to the Panthers. If I could have gotten out there, I would have beaten the Panthers to death myself. You who have spouses you love, know you would do that, too.
This was a stalemate with no police action and news reporters and cameras were recording this.
Suddenly, a medium sized, hat wearing Ranger appeared. He walked into the Black Panthers and told them to get out of that man's way so he could cross the street, and they had to leave right then, get out of there. The Panthers melted away. One riot, one Ranger.
That night on Houston TV, there was my husband in his hat, in his wheelchair, chewing out the hooded Black Panthers with their shotguns.

I was in Houston when the incident with the man in the wheel chair happened but sorry I must have missed it. How could I forget that? :)
The State of Texas delivered the deed to the Federal Government in September, 1943
and Big Bend National Park was officially established on June 12, 1944.
Texas never ceded any land to the Federal Gov’t when it became a state. All public land was retained by Texas.
