Black students disciplined at higher rates than whites at Wichita-area schools

Black students at schools in Wichita and surrounding districts are disciplined at higher rates than their white peers, a trend that mirrors racial disparities throughout the country, according to the most comprehensive survey of school civil rights data in nearly 15 years.

The findings, part of an expansive survey of America’s public schools by the U.S. Department of Education’s Office for Civil Rights, shows that black students are more likely than whites to be suspended or expelled at middle and high schools in Wichita and most area districts.

Education officials say it’s difficult to pinpoint reasons for the disparities. But local civil rights advocates say overzealous discipline policies or practices continue to target minority students, pulling them out of classrooms and often into the court system. “Statistics speak for themselves,” said David Gilkey, a gang prevention coordinator for the Urban League of Kansas.

“Nothing changes if nothing changes, you know what I mean?” Gilkey said. “It’s been going on for years. This is not nothing new. We just don’t usually talk about it, but it’s coming to the point where we need to address it now.”

Data for the 2010-11 school year shows that nationally, while black students represented 16 percent of overall school enrollment, they represented 32 percent of students suspended in school, 33 percent of students suspended out of school, and 34 percent of students expelled.

In Wichita public schools, black students made up about 18 percent of total enrollment in 2010-11. They accounted for nearly 22 percent of in-school suspensions, 25.6 percent of out-of-school suspensions and nearly 34 percent of expulsions.

Higher rates at home or at school?

If you add the discipline in both venues are the totals roughly equal?

I’m just going to throw this out: When a “problem student” gets in trouble, they are usually run through the discipline stuff more readily than the “high performance” student, regardless of race.

i.e. are there more “problem” black students? That would explain it

There are also more black men in prison than whites. But there are also more men in prison than women. Is this because of sexism? Should we have equal numbers of men and women in prison? If not, why not?

The answer may hold a clue as to why there are more blacks being punished.

that shouldn’t happen because white students commit the same number of offenses as blacks.
hey, I believe it. I mean, this is the same country where a ceo gets on tv and says new York is a great place to do business, so we’ll believe anything.

To call this discrimination would be to claim that

teenage Asian girls commit the same number of punishable offenses as
teenage black males.

Yes they certainly do., and none are mentioned in this article other than the one overlaying one.

My experience as a teacher was that the following student types were disciplined more often:

Boys more than girls

Boys of single mothers

Students embracing rap type culture

Students embracing gang behavior and dress

Students with no strong nuclear family

Wannabe's

Students with cell phones and audio music devices

Sounds like decision time.

Are they going to clamp down on white students to bring the “disparity” in line, or are they going to back off disciplining black students to bring the “disparity” in line? Maybe a little of both?

Or, are they sane and rational, and disciplinary action is being taken when disciplinary action is appropriate, regardless of race?

Whoever said statistics between any two definable groups were ever going to be the same? What benefit is to be derived from forcing the statistics to be the same via what is tantamount to reward for bad behavior and penalty for good behavior?

Are black students benefitting from avoidance of disciplinary action due to fears of awkward looking statistics? Arguably not.
