I certainly would not call Rand Paul liberal. His dad, Ron Paul always attracked a college crowed of libertarians, that was his biggest base. I remember parking my car in a UW parking lot with a Ron Paul for president bumper sticker when he was running as a libertarian. I got a note on my windshield wiper to 'please join us'. I think dad helps Rand Paul on college campuses even now.

Both Pauls are socially liberal. And any claims to small gov are for public consumtion, Ron Paul stuffed pork in the bills he virtuously voted “no” on, since he knew they would pass.
They attract doper idiots - aka college age libertarians.
Rand Paul is, if possible, turning out to be even more repellent than his daddy.

No real big difference between the two, except that Libertarians could be called Greedy Liberals.
