Also, it seems to me that the Founders recommended short legislative bills, in part to avoid dishonest abuse such as this.

This is Prime Example # 1 of why the Welfare State is out of control. The Leviathan just lumbers along no matter who is in charge, spending an ever-increasing amount on silly nonsense and unsustainable transfer payment programs. No one really understands what it spends. The morons in the legislature simply vote for it and when they are called on it, say they are “outraged” over the spending. But God Forbid someone propose a 10% spending cut — a real spending cut. They are pilloried as a hearless monster.
