PARIS (Reuters) - West African leaders on Saturday agreed to work together to wage "total war" on Boko Haram saying the Nigerian Islamist group had become a regional al Qaeda that threatened all of them.
Nigeria's neighbors Chad, Cameroon, Niger and Benin, and Western officials, met in Paris to flesh out a plan enabling them for the first time to share intelligence, coordinate action and monitor borders.
Although Boko Haram has been fighting for five years, carrying out bombings and attacks on civilians and the security forces, the kidnapping last month of more than 200 girls from a school in the northeast has focused world attention on them.
"Boko Haram is no longer a local terrorist group, it is operating clearly as an al Qaeda operation, it is an al Qaeda of West Africa," Nigerian President Goodluck Jonathan told a news conference in Paris following the meeting.

The African leaders have probably decided that this is giving their countries a bad name. Obama will be last in line to do anything to help.
The one good thing about Obama being equivocal about going after Muslim terrorist is it forces the nations who are affected by their terror to act...
Bill Clinton was the one outsider who might have been able to stop the Rwanda genocide before it started, but he couldn’t be bothered to do anything. He did express some general regrets later. The press gave him a pass on it.
The victims were all black. Like most Democrats, Clinton decided that those blacks who could not vote in lockstep for him and his party were expendable. Besides, these were ones that Planned Parenthood could not get to before they were born, so better late than never.
The biggest criminals are those saying this.
I hope these governments don’t just rely on their own armies to mop up BH, but also contract with some professionals to insure that BH is basically annihilated.
There are lots of governments that would be more than willing to indirectly contribute to such an effort. Possibly now even the Chinese.
