Verb tense is crucial.
Present tense: "the enemy is conducting an ambush" -- well then -- kill the enemy.
Past tense: "finish off soldiers still alive after an ambush” -- that's a war crime.

Whether this story is true or not it is obvious that the soetoro regime is arming and funding jihadi terrorists, including al queda in defiance of US law.
