So, CAIR and related organizations here weren’t getting money to Al Qaeda and other rabid jihadi groups fast enough, and Obama/Kerry have decided to cut out one of the middlemen to get the ball rolling more quickly.
We will fund our own terrorist support networks directly now instead of depending on stingy flaming do-gooder liberals to do it and “feel good about themselves” and stop the Godless US from killing innocents abroad.
Clearly Kerry has no worry the Republican House will fail to appropriate the $5 billion. The fact is the House votes for virtually any expenditure this President wishes to make.
If you are a Democrat, every problem can be solved by more money or more laws.

I tell ya .... this thing called 'money' is an evil entity (when desired by men)
As a newly elected school board member, I've come to the conclusion that the school board has NOTHING to do with readin', writin' n' 'rithmetic ....
All the literature I get has to do with finances and financing 'public' education.
There's always more needed ... nothing is ever solved, completed or successful
So too politics and politicians.

Maybe Kerry can fund this when he finds the $ 6 billion that is missing in the State Department.
If the 'pubs were really not just part of the game, they'd say no to this and add $5 billion dollars to catch up on Veterans' medical needs.
