I think he means, they don’t care about trying to keep the maddest of madmen away from society.
I reiterate:
With some of the lunacy that comes from the gun-grabbers, I'm not so sure...
They are just afraid of being institutionalized.
Much of their hoplophobia that cannot be directly traced to posturing for profit, seems to be a personal fear of either their ineptitude or what they might do with a firearm should they have one, projected onto others.
Then there are the ones who want to control everyone...
Neither is a particularly mentally healthy subset of the human race, imho.
