Article IV, Section 3;
“New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State".

My understanding was that there is a provision in the constitution to create new states from existing states. I thought both the state involved plus Congress had to approve of a breakaway part of a state, but that it is allowable. I’ll look and see if I can find it.

New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
Now one can argue about whether the permission of the legislature(s) and Congress clause only applies to the formation os states by the junction of two or more states or parts of state, or encompasses the formation or erection of states within the jurisdiction of another, but the precedent of West Virginia makes it hard to argue that it doesn't apply to the whole list of otherwise forbidden actions.
