However, one CAN do some preparation for it. The preparation might not be enough to take care of ALL shit, but it does forestall some of the worse shit.
TOO often the homeless are mentally disturbed and/or have suffered from the effects of drugs and/or alcohol.
I grew up in the city and saw my share of these poor souls. I also know that many went to rehab to get better so that the drugs would give that "buzz" again. Many just prefer to live for the "buzz," no matter what.
You can't MAKE people be good or do what's good for them. The choice HAS to come from them.
As a people we are as good as our efforts to TRY to get people to do what is best for them. But, in the end, it IS their choice.
I agree with you Steamburg.
That's not a job I would want to have. it would be depressing.

Papachristou v. Jacksonville was a big one. There were other lesser court rulings throughout the 60's which weakened vagrancy laws but I don't know them off hand.
