Grahamesty is about as honest as Obama is. He means none of this.
This reminds me of ~ 2011 when he went on a Sunday show and suggested we might need to modify the constitutions to end birth right citizenship for children of illegals.

Obama does lots of things without congressional approval. He knows impeachment is not on the table. The worst that could happen for him is if a bi-partisan group of legislators goes down to the White House, confronts him, and tells him he has lost their support. That would be a de facto form of impeachment.
