Why can't Governor Brewer simply refuse to let the buses and those on foot cross the border at all international and state borders?

Remember Judge Garrity the lib Judge who took over the Boston School district. Why can’t we have or own Judge Garrity and have him take over Immigration and homeland security since the people who are running it refuse to do their jobs?
