Individuals had very small mailboxes on the server. Meaning they could only keep a few emails before not being able to send or receive new email.

Regular administrative types would have whined loudly, all day, every day, until the policy was changed.

More powerful administrative types like Lois Lerner would have had the bloody heads of several IT types on spikes in her office.

I'm not buying it.

Exactly. Unless they knew in advance that they needed to cover their tracks, so they purposely set the limits low and was ok with it.
