60% of a pitifully few enrollees isn’t anything to scream about. The article confuses the entire population’s opinion with those few who are more than likely heavily subsidized.
How can it be working when implementation of all of its key features has been illegally delayed for political reasons?

Millions of responsible Americans were insured before this idiotic law, and are now uninsured because of skyrocketed premiums and deductibles, and cancellations.

Yes. Many. What is so egregiously devious about all this ObamaCare is they complained there were so many millions with no insurance. They instituted a plan that robs people of choice in plans, doctors, hospitals, hamstrings hospitals and doctors in favor of bureaucracy, and ended up with a horribly convoluted machine that just makes everything worse - for everyone.
We would have been better off if we just went ahead and outright bought policies for those 25-30 million unfortunates and left the rest of the healthcare system untouched. This one near-certain fact is why I believe this was a plan of destruction, a means to a different path, and the fiscal downfall of this country.
It is power, control and the inexplicable need for some to control the thoughts and deeds of others. Evil.

This person is a MORON. The only part that is working is the data mining. Moving critical medical test to every 2 yrs is not good health care. DX bone density scans for those with OP need to be yearly. Men need that PSA every year, not every 2 yrs. Restricting nerve blocks for spine pain to 3 per year is not working out well for those living in spine pain.
Many are now working PT no health ins. Make a dime to much and you Medicaid gets cut. And if you are a US MALE you don’t qualify. Illegal INVADER you do.
I don’t mean to go all Clintonian, but it really depends on the meaning of “working”.
Back in the period 1975-1985, a lot of older doctors used to say to me, “I don’t understand the HMO thing. My patients would never want that”. And, of course, that was absolutely correct.
What they did not understand was that what patients (sick people) wanted was completely irrelevant to policymakers, corporate HR departments, and individual buyers. The first two wanted cheap. The latter group had a strong majority of non-patients, mostly people who not only were not patients but fantasized never becoming patients.
“Obamacare” will never “work” if by “work” you mean, efficiently and with high quality deliver hospital, physician, and nursing services to those in need. That is impossible.
If by “work” you mean, employ tens of thousands of gender studies graduates, open a stream of taxpayer money to consultants who promise to “fix” it, and eliminate elderly whites with wrong thinking through death panels, well then, yes, it’s not only working but it can only get better.
