That's the narrative the media and arm-chair analysts love to repeat. There is nothing that makes this statement true. Where is the iron-law of nature that says a population must continually expand? Who will force Japan to import labor?
Japan could do a lot simply by reforming the prefecture system and electoral system that gives several times more votes to farmers than city dwellers. Expand the cities to lower the price of housing so that people can actually afford more than one child.
