If House Republicans do not act on immigration in the way Barack Obama wants soon, then the president will simply "borrow" Congress' legislative powers and unilaterally rule on the issue, bypassing Congress once again, Sen. Dick Durbin, D-Ill., said Thursday.

Before his first inauguration, Valerie Jarrett said that he would be “ready to rule” on his first day in office. Obviously she meant what she said.
And this Congress, including a majority of the Rs, will gladly let him, because that will give them cover while he does what they want anyway.

Law back to DC and the EXEMPT.
