You are confusing legal immigrants with illegal aliens. The USG estimates that there are 11.5 million ILLEGAL ALIENS in the country. There are an estimated 33 million LEGAL IMMIGRANTS in the country for a total of 45 million foreign born.
We have just had the two largest decades of LEGAL IMMIGRATION in American history.
