this guy is diverting water from a stream/river... NOT from his roof into rainbarrels....
It’s a little more complicated, since he’s not diverting any tributaries, just rainwater on his property. Maybe that’s too fine a point, though.
Oregon is a heavy leftist state.

You had help.
The people built the road the roofing truck travelled on.
The democrat and republican politicians in Washington worked hard to make it possible for illegals to come into the country to work for the roofing contractors.

I don’t know, they have two vastly different stories. They say he’s diverting a stream, which means he’s not in jail for collecting rain water. In AZ they prefer you collect rain water, better than running off with whatever pollution it collected from your property.
He’s not damming a creek. He’s doing something that was done for centuries. He’s collecting rain.
The EPA is using his case as a test case to argue that citizens only have right to the water they are given.

Harrington should go to jail on this issue.
Just because water runs through his property does not give him the right to do whatever you want with that water, build reservoirs to dam it up, and keep it from flowing to his neighbors.
By your own definition the water neither belongs to those downstream as well.
It's hilarious how free riders and thieves like Bundy and Harrington pretend to be conservatives, and get gullible idiots to donate to them and defend them.

Rainwater is a key source of most running waters.
Diverting rainwater into multimillion gallon reservoirs is identical in effect to damming up a creek.
Harrington sounds sympathetic until you read more about him. I was sympathetic to this crook at first too.
He did NOT dam up a creek.
He collected water that fell on his property.
Just because the rain on your roof ends up in the ocean, doesn’t mean your rain gutters are diverting a river.

This is not "rain on his roof" - learn more about the case before you defend a thief.
If he is a thief, that means he stole this water. Who did he steal it from? To whom did it belong before he stole it?
