Stevie Fielder told California-based blogger Charles C. Johnson he was asked to buy votes for $15 a pop in the June 24 runoff between Cochran and state Sen. Chris McDaniel. Now, he's saying he never paid anyone to vote.

Not in the case of individual voters. Which is why the law is usually considered unenforceable.
IANAL, but it would seem much easier to make the case that Cochran’s campaign suborned violation of that law as a primary element of their strategy.
He got paid MORE money to change his story.
Bought twice.
McDaniel was never focused on this accusation. He’s always based his investigation and challenge on the vast number of actual illegal votes.
