How does one eliminate an agency without an act of Congress?

Can the next Republican President do that?

Obama is getting away with aiding and abetting our enemies!!!! this is what happens in a Godless society. The media and most Federal agencies need to sued for dereliction of duty.

On August 25, 2008, federal and local law enforcement officials told the Associated Press that Mexican drug cartels are now sending hit men into the U.S.

If it is not included in next years budget it is closed and eliminated.
