In short Ukrainian Pravda reports that after an Air Force transport shotdown over rebel-held territory recently at altitude considered safe for air operation before, all military flights are suspended upon investigation of rebel capabilities.
For that reason, Pravda say, all the reports in Russian media on Ukrainian Air Force conducting air strikes on civilian targets in Eastern Ukraine are false.

As far as pictures of destroyed homes are published I think it is a propaganda article.
An idea is to make it look like Russia has established an air superiority over Ukraine (Ukrainian plane shot at “safe” altitude = beyond the range of portable defences = by Russian fighter jet or a sophisticated military-operated theater defence SAM) and as far as Ukrainian Air Force has “seized operation” it is assumed as that the bombing is done by Russian Air Force.
IMO it is a Goebbels-style article. Where is a radar transcription showing air traffic in the area or something?
