If those two are the highlights:
1. “Shoring up the power supply”. $236 million to ‘shore up’ a multi-billion dollar national power grid is laughable (especially since the premise is that some sort of climate disaster has occurred... but could be anywhere in the country). I’m also tempted to ask about the favored fuel for an emergency power supply.
2. 3D mapping data from the USGS? How does that do anything related to (fallacious) climate change??

So who ends up with the money this time? Apparently you are unaware of the US governments bidding process. It is a highly complex procedure that has taken well over 200 years to develop. But in all can be summed up in a nutshell.
Whoever can kick back the most campaign contributions gets the contract.

The entire federal government, and ALL of its agents, should be arrested where they are found, and charged with armed robbery, along with a multitude of local, state, and yes federal charges involving everything from RICO statutes, to looting, insurrection, treason, currency manipulation, bribery, aiding and abetting foreign powers in an attempt to overthrow the federal government, subversion, violations of multiple constitutional laws, failure to fulfill obligations as required by swearing under oath to uphold the constitution and the laws of the United States, fraud, voter fraud, rigging elections, and.....
