The "Local" government and "Local" authorities came up with "Local" solutions to deal with the "Local" problems that were affecting the "Local" communities and "Local" economies .... The full force of the "Federal Government" came down upon the "Local" governments and "Local" authorities for using "Local" solutions to deal with their "Local" problems .... go figure .....
