Apparently, the Ukraine Navy could not stop Russia from planting ‘mines’ because this action was “covered” by weapons.
I am sorry, but I am always afraid to stray to far from the more literal translation so as not to impair integrity of message. Ukraine/Russian structure of sentences differs from ours. Original language at link.
