Apparently, the Ukraine Navy could not stop Russia from planting ‘mines’ because this action was covered by weapons.

The piece isn't about mining harbours, but about mining the waters adjacent to some gas platforms which Russia captured along with the Crimea. So Russia thinks the rigs are in its territorial waters. Ukraine considers the Crimean takeover an annexation, which is an act of war even more clearly than mining a harbour.
