I think he should have to punch (slap, in his case) a time ock logging 60 hours minimum each week, detail in reports his work and progress and work by MBO (management by objective) and yes, no effing funny business schilling for his party on taxpayer dimes(pennies after taxes).
They sign a presidential plan listing his specific objectives for a term, for each year and report his accomplishments, while explaining his failures in a lengthy report monthly, quarterly and each year.
His reports should detail his direct influence, actions and demonstrate his hand on the tiller.
Finally, all good executives must detail what their improvement objectives are over a previous year and outline a concrete plan to achieve his goals.
If he wants to fly Airforce 1, then he should be given some leeway, like most executives, based on his accomplishments.
All other use should come right out of his paycheck.
