I have run this scenario several times. The result is always the same: Those in authority (judges, police, and the governor) always delay the correct decision until it's too late. Dark Winter had the same result, and it was very realistic and involved real politicians making the branch point decisions.

The key thing (which will never be authorized until the bodies start piling up) is the cordoned-off hospital/ER has to be surrounded by Army or National Guard with shoot-to-kill orders to maintain the perimeter.

Infected civilians WILL be allowed to leave, and as soon as they get home to grab a toothbrush, their next stop is the airport.

This happens every time the scenario is run, always with the same result. Once you have the military authorized to maintain travel restriction with live ammo, it's too late because you have dozens or even hundreds of epicenters active at the same time.

Recollect what happened in and around Harrisburg, PA, during the Three Mile Island event. A little panic turned that area into a ghost town overnight. If they had been carrying a contagious disease, the east coast from D.C to New York would have been infected.

I think the best historical view to take over this...going back to 1918...the flu epidemic and the massive death count. Various mayors, governors, and even the President were urged to take action. Few if any...did anything. Parades were still encouraged, and quarantine was simply not going to be acceptable to any political figure.

I think the same episode would occur today...nothing different. The military might limit their folks to essential travel only, and you might see some airports simply on limited operations.

People think preppers have food only if the lights go out, or there is a run on the local market.

If Ebola hits your town, you will want to hunker down in your home for about two months. At least.

Could YOU survive that long?

EVERY TIME, EVERYONE in position to stop pandemic death, fails.

MOST human beings are not capable of making hard, life and death decisions.

If Ebola emerges in the USA millions will die as a result. Maybe 10s of millions.

Everyone has to assume they are the only person who will protect them and their families. One may have to isolate a family member too...and allow them to die without comfort.

Almost nobody can do that. That's why they'll likely die.
